7d7df34fe5 bahamut: Disable throttling 
Config marks all clients as throttling-exempt, but they sometimes
reconnect to quickly for this exemption to kick in.

because the reverse DNS is 'cpu-pool.com' for some reason, and I don't
want to hardcode it, so I give up.
